Analyze Frollo’s character and answer the following:

What do you think of Frollo’s “double nature”? In a way, he seems to care about Quasimodo: he has lunch with him and tries to protect him from out there. But his actions also reveal something else, something that is not right. Why is that? Or do you think that his care for Quasimodo is just fake?

Given Frollo’s condescending attitude, I find it hard to believe that he really cares for Quasimodo. I would argue that his double nature is really just Frollo’s true nature and a superficial exterior where he is trying to fool Quasimodo into believing that he cares about his well being. This is exemplified at the beginning of the scene when he reminds Quasimodo that the gargoyles are made of stone and again later in the scene when Quasimodo makes the mistake of saying “festival”. In both of these instances Frollo briefly drops this façade that he has created for Quasimodo, showing his true personality.
