When it comes to Frollo, I do think he cares about Quasimodo in a way that Quasimodo “obeys” on how he thinks. Frollo himself is a fragile person who is trying to change the world in his own image…trying to say “God is everything and I obey God.” When Quasimodo got involved with gypsies, which even in the old days were considered along the lines of witchcraft and as an association with Satan himself, Frollo began to lose “himself,” clouded by what he strongly believed in. In a result, he thought of Quasimodo was corrupted by being around Esmerelda, by her being the first one in the world he was shunned from showing him kindness, and he needed to save Quasimodo from the gypsies.
